Świętokrzyskie Voivoidship - a good spot for investment



Świętokrzyskie Voivodeship is situated in the central and southern part of Poland, in the Kielce Upland (the central and north-eastern part of the voivodeship), the Nida Valley (the southern part) and the Przedbórz Upland (the north-western part). Świętokrzyskie is surrounded by six other voivodeships (Mazovia, Lublin, Podkarpacie, Małopolska – Little Poland, Silesia and Łódź), with Poland’s largest cities of Warsaw, Krakow, Katowice and Łódź. The distance between the voivodeship’s capital and these cities ranges from 120 to 180 km. Our Voivodeship lies between two east-west trans- portation arteries of continental significance (the A-2 and A-4 motorways) and the north- south artery (the A1 motorway) to the east.

The area of Świętokrzyskie Voivodeship, one of Poland’s smallest, amounts to 11,708 sq km, which is 3.7% of the country’s total area. The region is inhabited by 1,285,000 people (3.37% of the total population). Population density is lower than in the rest of Poland: 110 people per 1 sq km (Poland’s average density amounts to 122 people, and EU’s – to 112.2 people per sq km).

The region’s settlement network is constituted by 30 towns and 2832 rural communities.
The voivodeship’s towns are inhabited by 45.5% of the population, and the voivode- ship’s capital, Kielce – by 16.4%.

The voivodeship comprises 13 administrative poviats (counties), one town with poviat rights, Kielce – a township, and 102 municipalities, including 5 urban municipalities, 25 urban-and-rural and 72 rural ones. According to the EU NUTS Nomenclature of Territo- rial Units for Statistics, Świętokrzyskie fully represents to a NUTS II level region.

Świętokrzyskie region is one of Poland’s environmentally cleanest areas. We have a very rich, varied and largely unique vegetation, including rare species of steppe, mountain and swamp flora, as well as central Poland’s only halophyte community. Many rare and protected animal species live here, including some of the most endangered in Poland and in Europe. The area of Świętokrzyskie Voivodeship uses various forms of natural protection. The area of special natural quality, protected by the law, constitutes as much as 66% of the Voivodeship’s total area (second to none in Poland). In the voivodeship, there are areas covered by the NATURA 2000 European ecological network (4 SACs – special areas of habitat conservation and 2 SPAs – special bird protection areas). The protected area system links to the protected areas of the neighbouring voivodeships. The high status of the region’s natural environment in the international and domestic natural system is connected with the occurrence of significant elements of the ECONET ecological network. In terms of the quality of the natural environment, Świętokrzyskie ranks among the most attractive regions in Poland.

Very valuable in cognitive and didactic terms is the region’s culture. Świętokrzyskie region has played an important role in Poland’s history. The voivodeship’s history is well documented with numerous relics of material and non-material culture. Many of them are unique on the European or domestic scale, and others provide significant regional or local records. Particularly valuable are monuments of technology.

Świętokrzyskie Voivodeship is a land of industry and agriculture, with a high concentration of traditional branches of industry related to metal manufacturing and processing, mineral resources mining and processing, as well as foodstuff production. The region is very clearly divided into the industrial north and the agricultural south, which affords a base for organic food production.

The majority of towns, which provide a concentration of workplaces for the voivodeship, are concentrated in the area of the Old Polish Industrial Zone. It has grand tradition related to machine industry and metallurgy, as well as lime, cement and aggregate production.

The south-eastern part of the Voivodeship is generally agricultural, which is connected with the good rendzina soils, based on carbonate chalk rock and the loess soils of the Kielce-Sandomierz Upland.

People and work

The total number of employees at the end of the year 2005 in Świętokrzyskie Voivodeship amounted to 434,831, with 143,976 persons working in agriculture, 78,561 in industry, 60,879 in commerce, 30,737 in education, 25,516 in health care, 20,410 in transport and communications, and 18,082 in construction. According to statistics, average gross monthly remuneration in the first three quarters of the year 2006 in the enterprise sector amounted to PLN 2,347.33 in industry, and in construction – to PLN 1,841.09.

Tendencies towards change in the employment structure of our voivodeship come close to national trends. The employment rates in the services sector have been consistently on the rise, while the percentage rate of employment in the industry and construction sectors is on the decrease.

The largest drop in employment rates in the years 2000–2005 occurred mostly in industrial poviats, where the processes of enterprise privatisation and restructuring of a variety of industrial branches resulted in redundancies. In 2005, the highest unemployment rates were noted in the following poviats: Skarżysko (31.5%), Końskie (30.1%), Kielce (27.2%) and Ostrowiec (26.5%). The lowest unemployment was found in Busko (12.2%), Kazimierza (12.8%) and Pińczów (15.2%) poviats.

The unemployment rate in the voivodeship (as at December 30, 2006) amounted to 17.8%, which corresponded to 99,400 unemployed.

In Świętokrzyskie, there are 14 institutions of academic education, representing a variety of educational profiles. In the academic year 2004/2005, there were 65,134 students in the region, including 23,200 full-time students. The number of students in academic education per 10,000 inhabitants amounts to 502.5 which puts Świętokrzyskie in the fifth place in Poland. There are 2027 academic staff in full-time employment (2004/05). Nearly 58% students are students of state institutions: The Kielce University of Technology (15%) and The Jan Kochanowski Pedagogical University (43%).

In the whole of Poland, Świętokrzyskie Voivodeship comes first in terms of the number of health clinics per 100,000 inhabitants. There are 20.2 doctors per 10,000 inhabitants, with the national average of 22.4. In terms of the number of hospital beds, our voivodeship takes the eleventh place in the country (in 2002, 4.6 per 1,000 inhabitants; in 1995; 4.8).

The centre of spa treatment is located in the Busko poviat: in Busko-Zdrój and Solec-Zdrój. The largest spa potential is centred in Busko-Zdrój, whose sanatoriums cater for over 2,000 patients. In the high summer season, ca. 3,500 patients are treated in Busko simultaneously, and outside the season – ca. 2,700. Over 50,000 patients are treated in Busko yearly (the total number of in- and outpatients).

Infrastructure

In the year 2004, there were ca. 103.6 km of hard-surfaced roads per 100 sq km of voivodeship area, which places us among Poland’s leaders.

The Świętokrzyskie road network is 12,129 km long, out of which the length of national road amounts to 752 km, but dual carriageways account for 48 km only. No motorways run through the voivodeship.

In terms of railway network density, the region ranks somewhat below the national average (6.0 km/100 sq km). Świętokrzyskie Voivodeship is crossed by 10 railway lines of total length of 724 km, out of which there are 610 km of national lines and 114 km of local lines. For the voivodeship, the most important is the Warsaw – Krakow line No. 8 which caters for passenger and cargo traffic and enables a connection with Warsaw and the northern part of Poland, as well as southern voivodeships such as Małopolskie (Little Poland), Śląskie (Silesia) and Podkarpackie (Sub-Carpathia). It has particular significance for transportation of cargo, e.g. it is used to supply coal to power plants at Połaniec and Kozienice, as well as transporting natural resources, cement and lime from our voivodeship.

Air transport is becoming increasingly important for the strengthening of the investment and tourism potential of our voivodeship. At Masłów, 8.5 km away from the city centre of Kielce, an airfield of total area of 72 ha is located. The Masłów airfield is now capable of receiving only small and medium executive and sports aircraft. The authorities of Kielce have taken the initiative to build a new airfield, which is to function as a multi-purpose regional airport. Once the new regional airport has been built, the Masłów airfield will preserve its up-till-now function catering for charter, business, executive or rescue flights. The new airport, in turn, which is planned to be built, will enable round-the-clock services for domestic and international short- and medium-distance flights. The construction of the Kielce Airport has found its way to the indicative list of the Voivodeship’s Regional Operational Programme for the years 2007-2013.

Świętokrzyskie has one of Poland’s largest, coal-fired, conventional block power plant at Połaniec. This power plant contributes considerably to securing the country’s power needs. Świętokrzyskie region is characterised by a relatively low electrical power consumption, lower than the national average (ca. 1912 kWh/user). Low voltage lines constitute a large proportion of all power lines in the voivodeship. These lines have been in use for a prolonged period of time and require considerable capital outlay to be modernised. Re-electrification of the voivodeship’s area is necessary and must include not only the renovation of the old power infrastructure in order to reduce transmission losses and improve the quality of power supply, but also power supply to new investment areas to be developed for residential housing and business purposes.

In the year 2005, in Świętokrzyskie Voivodeship, there were 161,600 users of network gas. The length of the gas distribution network in our voivodeship amounted to 3,624.4 km. The voivodeship is supplied with gas through high-pressure pipelines located in its northern and eastern parts. The western and southern parts are not at present fitted with any gas distribution network. More than half the municipalities are not currently covered by supplies of network gas.

Economy

The fundamental mineral resources include, in particular, the deposits of gypsum rock (ranked among the richest in Europe). Świętokrzyskie heads the voivodeship league in terms of gypsum rock mining output (100% of domestic output), gypsum binder (88.4%), brimstone (71.7%), production of lime (38.1%), cement (32%) and regular broken mineral aggregate (24.8%).

Representative of our voivodeship are also metallurgy, machine and precision industries, particularly in areas of manufacturing casts, pipes, fittings, rolling ball bearings and central heating boilers. Steel and foundry products are also made here (Ostrowiec Świętokrzyski ironworks). A significant role is played by the food industry: it accounts for over 16% of the voivodeship’s industrial sales. This branch is dominated by medium-sized and large private companies. The most dynamically developing are meat, dairy, milling, confectionery and greengrocery industries. Moreover, the printing industry and press distribution services play an important part.

The construction industry gives Świętokrzyskie a significant opportunity for social and economic advancement. The mineral resources found in the region (north of Kielce and in the south, in the Nida Valley) provide the basis for the development of the mineral industry, represented by well-known companies such as Dyckerhoff Cement Plant, Trzuskawica Lime Plant (Zakłady Przemysłu Wapienniczego “Trzuskawica” S.A.), Lafarge Cement Polska, Dolina Nidy Plaster Plant (Zakłady Przemysłu Gipsowego “Dolina Nidy” S.A.), Nida-Gips Ltd. (“NIDA-GIPS” Sp. z o.o.), Ożarów Cement Plant (Cementownia “Ożarów” S.A.), or Morawica Limestone Mine (Kopalnia Wapienia “MORAWICA”). The voivodeship’s capital is home to large, renowned private building companies such as Echo Investment S.A., Mitex S.A., Dorbud S.A., or Kielce Bridge Company (Kieleckie Przedsiębiorstwo Robót Mostowych S.A.).

The region also has the Świętokrzyskie Casting and Co-operation Zone, based on the tradition of the Old Polish Industrial Zone and the pre-war Central Industrial Region. The companies co-operating within the casting cluster are mainly foundries, mechanical processing plants, heat processing plants and galvanising plants. The companies associated under the Świętokrzyskie Casting and Co-operation Zone undertake operations aimed at revitalisation of their properties as well as implementation of modern techniques and technologies, which places this branch of industry among the most progressive and innovation-oriented in the regional economy.

At the end of 2006, 106,312 businesses were registered in Świętokrzyskie (including 85,652 self-employed individuals). These numbers continue to grow. A large majority of companies are located in towns. The enterprise indicator (measured by the number of companies per 10,000 inhabitants) amounts to 799 in our voivodeship, with the national average amounting to 937. In the REGON business register, the largest proportion is taken by the commerce and maintenance sector – 38.05%. Next come estate and company services – at 12.2%, building – 11.03%, production – 9.52% and transportation – 7.05%.

An opportunity for development of Świętokrzyskie Voivodeship is provided by the building services industry, including refurbishment, renovation and finishing services. The region offers unique conditions for investing and running business operations in this field. This is well worth considering, in view of the rising demand for building products and services, resulting from enormous infrastructure projects implemented in Poland as well as Poland’s preparations for the 2012 European Football Championship.

The electrical machinery industry in our voivodeship is characterised by low efficiency and outdated production structure. This provides a good chance to foreign companies with modern technologies, intent on rapid increase in production potential. Favourable prospects for development and investment are offered by the food industry which uses the locally available agricultural produce. The production of organic foodstuffs is an important niche in the region’s economic potential.

The entrepreneurs of Świętokrzyskie Voivodeship may obtain support from many institutions of the business environment. These are training and consulting centres in Kielce: the Staropolska Chamber of Industry and Commerce (Staropolska Izba Przemysłowo-Handlowa) and the Employers’ Association Forum (Stowarzyszenie Forum Pracodawców), in Końskie (the Końskie Association for the Promotion of Entrepreneurship – Koneckie Stowarzyszenie Wspierania Przedsiębiorczości), and in Sandomierz (the Centre for Promotion and Support of Entrepreneurship in Agriculture – Ośrodek Promowania i Wspierania Przedsiębiorczości Rolnej).

The most important function is fulfilled by the Staropolska Chamber of Industry and Commerce together with its close co-operating agencies: the Centre for Business Support, Info-Data Bureau for Economic Promotion and Information (Biuro Promocji i Informacji Gospodarczej “Info-Data”), the Chamber of Craftsmen and Entrepreneurs (Izba Rzemieślników i Przedsiębiorców), the Association of Private Transportation and Services (Zrzeszenie Prywatnego Transportu i Usług), the Voivodeship Branch of the Poland-East Co-Operative Association (Stowarzyszenie Współpracy Polska-Wschód Oddział Wojewódzki), the Polish-American Club for Entrepreneurship at the Foundation in Support of Local Democracy (Polsko-Amerykański Klub Przedsiębiorczości przy Fundacji Rozwoju Demokracji Lokalnej) as well as the Starachowice Association for Local Initiative (Starachowickie Stowarzyszenie Inicjatyw Lokalnych). The most frequently Institution, i.e. a partner of the Polish Agency for Enterprise Development in the implementation of the sectoral policy, aimed at the SMEs of the region. offered services include legal and economic consultancy, particularly for the SME sector, as well as provision of training sessions. The above institutions perform the function of representatives of entrepreneurs’ interests before regional and central authorities by establishing their agencies and co-operating with consumer bodies. The Staropolska Chamber of Industry and Commerce is part of a network of ca. 180 regional business-supporting centres – the National Services System for SMEs. The role of the Staropolska Chamber of Industry and Commerce in the shaping of the voivodeship’s competitiveness is further accentuated by the fact that it operates as the so-called Regional Financing

A considerable, and still rising, role in the promotion of enterprise is played by the Świętokrzyskie Regional Development Agency (Świętokrzyska Agencja Rozwoju Regionu – ŚARR), whose mission is to increase the region’s economic potential through supporting the SME sector. In order to implement its tasks, this institution closely co-operates with self-government units of the voivodeship. The ŚARR provides training sessions as well as marketing and consultancy services in the field of business operations and ownership transformation.

The region also has a branch of the Business Centre Club, the Foundation in Support of Local Democracy, Employers’ Forum and others. These leading institutions of the business environment of the voivodeship operate jointly in an organisation called the Economic Forum of Świętokrzyskie Voivodeship.

Since 2002, the Świętokrzyskie Centre for Innovation and Technology Transfer has been in operation, whose mission is to support local entrepreneurship through consultancy and training, technology transfer, financial services, certification, promotion and advertising, and in particular – through close co-operation between companies and research institutions.

Kielce Trade Fairs (Targi Kielce), a leading promotional and commercial institution of the region, has also had its significant share in increasing the voivodeship’s competitiveness. Kielce Trade Fairs comes second, right behind the Poznań International Tradeshows – Poland’s largest exhibition centre (in terms of the area and numbers of exhibitors). As Poland’s only trade fair centre, Targi Kielce boasts a special display area for functional presentation of all kinds of equipment.

The institutions of the business environment are shaping a very friendly economic climate for companies operating therein. They can be helpful to foreign investors both at initial stages of investment project preparation, and subsequently – while running or developing production and/or services.

Business

In Świętokrzyskie Voivodeship, industrial estates are available in two Special Economic Zones in Starachowice and in Tarnobrzeg.

The Starachowice SEZ in Świętokrzyskie Voivodeship covers 286 ha, located in the towns of Końskie, Ostrowiec Świętokrzyski, Skarżysko-Kamienna and Suchedniów, and the municipality of Morawica. The Tarnobrzeg SEZ in Świętokrzyskie Voivodeship covers 97 ha, located in the municipalities of Połaniec, Staszów and Tuczępy. As a result of SEZ operations in these zones, by the end of 2006, 58 business permits were issued, which was linked to the investment of PLN 330 million and creation of 3517 new workplaces.

In the very same year 2006, 15 permits were granted to entrepreneurs who will jointly invest PLN 77.7 million and create 421 workplaces. In terms of the number of new workplaces, the most significant is the investment project of IRB Sp. z o.o. – 70 people, and in terms of capital outlay volume – that of Alpol Gips Sp. z o.o. – PLN 18 million.

In Świętokrzyskie Voivodeship, two loan funds are in operation, financially supported by EU funds, available from: - Foundation for the Development of Pierzchnica Region at Pierzchnica; - Końskie Association for the Promotion of Entrepreneurship in Końskie. In the voivodeship, we also have the FUNDSTAR Credit Guarantee and Financial Support Fund in Starachowice.

According to the official data of the Polish Central Statistical Office (GUS; as at September 30, 2006), in Świętokrzyskie Voivodeship 105,550 companies were registered. Out of these, 522 were foreign capital companies. Some of the foreign investors in our voivodeship are:

Vision of development

The Regional Innovation Strategy (RIS) for Świętokrzyskie Voivodeship is determined by a vision of sustainable development, according to the following eight principles:

1. Reinforcing the co-operation, i.e. stronger structural and procedural bonds between groups such as administration, public agencies, investors, R&D, etc.

2. Promotion of increased participation and exchange of expertise of all partners in the innovation process.

3. Support of subsidiariness at local/regional level

4. Transparent management of sustainable innovation-based development

5. Making small but visible steps in the right direction

6. Transfer from “artificially linked” to integrated attempts at policy co-ordination in order to employ synergy and overcome economic, environmental and social inequalities.

7. Approval of long-term view for the effects of programmes and projects.

8. Formulating the objectives of “sustainability” depending on changing needs.

The RIS is part of the actions conducted by the Office of the Marshal of Świętokrzyskie Voivodeship, aimed at the implementation of one of the main goals of the Development Strategy for Świętokrzyskie Voivodeship until the year 2020, i.e. “the development of entrepreneurship based on the implementation of a complex programme for innovation increase”. The implementation of this goal will be achieved through the following:
• mobilisation of local workforce and capital (human potential, natural resources, infrastructure and other technical resources, financial resources);
• development of business environment institutions such as economic chambers, associations, agencies for local development, loan and guarantee funds, venture capital, marketing agencies, training and business consultancy institutions;
• adjustment of the region’s offices, institutions and organization to the implementation of programmes pursuant to EU structural fund requirements;
• the region’s promotion and development of programmes and projects at the level of Poland’s central authorities, EU Commissions and among potential local and external entrepreneurs interested in investing in innovative enterprises.

A short-term result of the RIS project implementation is the determination of directions for innovative policy and methods of optimisation of regional innovation-supporting infrastructure, in particular in terms of compliance with SME needs. Moreover, the innovation development strategy in Świętokrzyskie assumes several actions whose ultimate goal is the improvement in the region’s attractiveness, increase in company competitiveness, improvement of the inhabitants’ living standards, educational advancement and minimising the adverse effects of unemployment.

Long-term results of the regional strategy implementation shall be the following:
• Building regional integrity around the creation of an environment conducive to business progress — creation of entrepreneurship clusters as well as new, sustainable workplaces;
• Improving the dynamics of the region’s economic development, i.e. increase in innovation and competitiveness ratios, particularly among SMEs, the region’s increased attractiveness in terms of domestic and foreign investment location; increase in the region’s export potential, development of entrepreneurial culture, open to innovation; co-ordination of various actions taken in the region and aimed at achieving sustainable competitive edge in response to the challenges of information-based economy; reinforcing business infrastructure, financial institutions included;
• Preparing the region for entering EU’s internal market and effective absorption of financial transfers for the region from domestic and foreign financing sources;
• Improvement of the voivodeship’s economic and social ratios.

The implementation of the Regional Operational Programme for Świętokrzyskie Voivodeship for the years 2007–2013 (part of which is the RIS) is to bring results in the form of building a modern economy in the region, based on know-how and skills, open to innovation and generating new workplaces. Following these tendencies is necessary to achieve economic growth at average EU levels as well as for generating new workplaces.

The Regional Programme assumes the implementation of multifaceted change-oriented actions in the voivodeship’s business structure, which currently comprises outdated and inefficient sectors (including agriculture and traditional industries). The building of the modern economy will be aided by improved conditions in all spheres: the infrastructural, the economic and the social. The achievement of the general objective shall occur through the implementation of six specific objectives.

Objective 1. Increase of the regional economy’s competitiveness through increasing investment capacity of businesses;
Objective 2. Providing conditions for development of information society as well as linkages between the R&D sector and the economy;
Objective 3. Qualitative enhancement of the region’s communications system and its connections with domestic and European transport arteries;
Objective 4. Improving the quality of the voivodeship’s natural heritage;
Objective 5. Provision of access to quality public services and cultural heritage;
Objective 6. Attractiveness enhancement of towns and municipal centres.

The value of the Regional Operational Programme for Świętokrzyskie Voivodeship for the years 2007-2013 amounts to EUR 956,357,809.

Investments for business

The nearest years will bring considerable improvement in communications and logistics conditions for companies operating in the voivodeship. The region’s main road, i.e. the national road No. 7, shall become an express road as soon as 2011. There are also plans for the national No. 74 to be upgraded to an express road. The Warsaw-Kielce railway line No. 8 shall be renovated so that in the next few years passengers can reach Warsaw in about 1.5 hours. Yet the most essential investment in infrastructure shall be the construction of Kielce Airport.

Many investment projects within the business environment have been planned. The Kielce Technology Incubator will be created. New investment areas in the Special Economic Zone will be developed. A loan and guarantee fund will be established.

Dynamic development of the Kielce agglomeration, as planned, shall be of utmost significance to the region and its companies.

• establishment of the Regional Science and Technology Centre at Podzamcze Chęcińskie,
• establishment of OBRKO Research and Development Centre for Casting Components at Odlewnie Polskie S.A. Company,
• complex development of industrial estates in the Special Economic Zone,
• building of technical infrastructure for future industrial estate in the southern part of the town of Jędrzejów,
• establishment of the centre for education and exchange of European thought in Sandomierz,
• establishment of Kielce Technology Incubator,
• establishment of a loan and guarantee fund.

• KIELCE Regional Airport. The scope of the works includes primarily the building of a runway, arrivals and departures hall, cargo terminal and other technical infrastructure,
• Revitalisation of historic centre of the City of Kielce, in particular the reconstruction of the Rynek square and adjacent streets,
• Projects pertaining to transport solutions for the City of Kielce. Building the Żelazna – 1 Maja – Zagnańska Street interchange, together with rebuilding of Herlinga-Grudzińskiego Roundabout; building streets to enable communications services in the fair area as well as a multi-storey car park for about 1000 cars; purchase of 50 low-floor buses; building bus terminuses and bays; transport-support electronic systems,

• Modernization and expansion of Kielce Trade Fairs as an international exhibition and congress centre.
